each week eight of the girls play three quarters and one girl plays the whole game. you rotate the 'whole game' girls through your list.
if being fair is the only thing you are considering to make your player roster, then kens suggestion is perfect.
We had this problem last year. We got around it by doing someting similar to what Ken has suggested. We had 2 girls off for each quarter but decided this by using alphabetical order - we made sure that each girl was able to play at least 2 positions so it worked out really well. Every girl had 3/4 of a game at least each week and on had a full game.
This way, it stopped parents complaining that their girl was not getting enough court time, the girls got a rest and also rotated into a different position for at least one quarter & a half a game in another position - hope that makes sense. Everyone was happy!
I go down my rotation list and one girl has half a game, to allow other to have more quarters, and also to allow us to win more, and then the week after that girl will have the most quarters and someone else will have half and so on.
This is the player rotation I use - Over a 5week period all girls will get equal court time.
