Can a shooter step forward closer to the post with both feet after a penalty pass or shot has been given against the defending team, or would this be footwork?
They can move into position next to the opponent out of play (which often means stepping forward in the younger teams)
Penalty is to be taken where the infringement occurred unless this places player at a disadvantage ie where defender was standing when obstructing/contacting etc. Umpire may or may not indicate and can leave choice up to shooter to step in or not so coaches should make players aware of correct rules to follow. If umpire getting it wrong question via captain at break.
I tell my players to step in to where the defender was (unless they were behind or to the side), look at the umpire and say "here?" to confirm where the shot is to be taken. My goalers were not doing this initially and it can be a disadvantage to be taking the shots further out.
