what age is suitable for putting the best team on first half?

Im coaching yr 8 (12 yr old) netball, is this too young to be putting forward the best team each week? I try to get every girl playing at least 1 half game per week and there are 9 players in the team

i play fair during the season so every girl gets pretty much 3/4 a game with 9 players, but come finals i play best team as soon as i hit the finals, provided that is what the team wants. it is a discussion i have with them and ask what they want, as at the end of the day it is their team. thats my point of view.
