thats totally up to the coach. It all depends on what the ultimate goal is. Is winning the goal, then the coach should be playing the strongest team EVERY quarter, which may mean some kids don`t get to play at all. if the goal is for everyone to just have fun, then it really doesn`t matter. but that choice is dependant on what the TEAM has decided, what type of club the team is representing, the division the team is in, and what type of coach you have coaching them.
Just thought I`d add my two cents to this. As a coach it is important to have set the expectations of what happens in finals well before they arrive. Our club has a policy of equal court time for the regular season only. Finals is up to the coach to make the best use of the players at their disposal. For most, this is start with the strongest starting 7 and only make changes based on tactics or strategy. Of course if you are lucky enough to have a balanced team where judgement on which players are the best 7 is marginal, this may mean that all players will get to take the court. However, if expectations have been set throughout the season then I have found that players are on board with the idea that regardless of whether they are on court in finals, they contributed to us getting there so share in the success if it happens.
