in short...no...thats a causing contact ruling. but the umpire would have to see it happening, and in the age you would have inexperienced umpires. if its consistent, have the captain talk to the umpire on the break and if that doesn't work then talk to the umpires convener.
I would call it as obstruction, agree with above, if consistent point it out to the umpires via team captain. Also get your player to turn slightly opposite the player obstructing with a bent knee (like a side lunge) as if the umpire doesn't see it that should draw a contact or offside by the other player?
