i take it you mean that they arent running towards the ball, or stopping before they get there, and then stepping.

for stepping issues, i like to teach a 2 footed landing.  so have the player run towards me and catch the ball and land with 2 feet.  then pass back to me.  once this has been perfected, then add in the pivot to pass the ball to the person behind them.  then add in left and right drives.  this allows both feet to be considered grounded, and so ellivates a lot of stepping.

if they are having trouble with pivoting tell them they have to squash spiders with only one foot.  makes for a fun game while they squash imaginary spiders.  you can add a pass into the equation once they have mastered that.

as for footwork, i tend to like to do a lot of ladder and cone work.  set up cones for them to run around and make sure they are driving off the outside foot to change direction, and ladder work (do you have a training ladder available?) have all sorts of drills going in and out and through the ladder.  to keep them focussed with their head up have a ball being passed at them too as they improve.  another game i play in teams is have low markers set out no more than 30cm apart in a row of 10 and then one on its own about 5m from the last one.  travelling sideways through the markers the players have to do fast feet without touching the cones, then sprint and go around the last cone then back to the line in relay fashion. (great as a race between 2 teams) (you can progress that they have to go back through the cones facing the same way).  they touch a marker, then they have to start again.  its fun, and really gets their footwork faster.

hope that helps.
