Hi Rebecca,
The defender has to be 3ft from the LANDING FOOT, therefore if the defender is 3ft away from the GS landing foot and the GS then steps in the defender DOES NOT have to move. Therefore this could mean the defender is directly in front of the GS making it easier to tip the shot.
