Tackle only with ball

Can they tackle a player even without a ball, or only when they actually have a ball?

Hi Rob,

I think any player can be tackled with or without the ball.

However, if you give it a try and it isn't working well enough you can easily adapt the rules to make it a more effective drill and only have players in possession allowed to be tackled.
