This drill is used in other sports I've played too (Grid-Iron, Basketball), and is designed to improve the all around feel for the ball. Hand and finger speed is necessary to execute basic passing and is especially important for offloading. People who are required to carry the ball a lot often start every practice with warm-ups like this.
