Hi Gareth. The way I understand it and play it is if the ball goes loose anyone can pick it up and go unless a side has knocked on and you are playing advantage. The only time a scrum half type pass needs to be made is if the tackled player goes to ground and places the ball on the floor or his team mate rips the ball from the ball carrier. The idea is to keep the game flowing and encourage the ball carrier to off load before, during and after the tackle. Follow link for RFU rules for U9s (PDF).

I take it its the same if they dive onto a loose ball. They can either pass from the floor or get up and run with it ?
yes as long as the opposition let him get to his feet! Were ever possible try and let the game flow. But obviously if it becomes dangerous or to many bodies around the ball carrier blow the whistle and award a free pass.
