I coach under 7s and under 8s tag rugby and we often get low numbers at training as low as 2 or 3 any ideas for games for them to play that is related to skills without having to cancel a session.

1v1 drills or rats and rabbits game to work on tagging ability but also the ability to step round a player and run to space,
There`s a game on here called TAG TAG TAG which is good for tag with any number of players - Simply: get them in a coned square, belts and tags on - you shout TAG TAG TAG and they have a minute to get as many tags on their belt as possible (by successfully tagging another player and adding the tag they pull off onto their own belt).
Time / Space can be amended to make it harder / simpler as required.
Variations include LAST MAN STANDING:
Same square, shoving contest (using the principles of safe contact i.e. nothing above armpits / groin area and feet area) last player in the square wins.
You can break this down to introduce the Tower of Power as they get closer to U9s.
Just watch for hand offs - my lads and lasses started doing that!
