I am coaching a team in Turkey and "handing off" is totally alien to them. Have you any drills which can be used to teach this aspect of the game ?

I don't know of any drills specifically. I would use simple tackling drills where you emphasise the hand off.
Key points would be:
I would get your players to understand that a good hand off is when you would fall over unless you make a good contact with the defender. The bump off keeps you upright. when they feel this they will understand the commitment it needs to be successful.
Do please ensure that hand offs are not made to the face - it is legal (as long as it not a punch/hit) but unless you want to put players off it is best avoided with beginners.
