I am coaching Under 9 rugby, and the question is once a player is tackled, can the next player pickup the ball and run or do they have to pass?

The next player can pick up and go or take a pop pass from the tackled player if immediate. If a ruck has formed then the player must drive opponents back and allow the scrum half to pick up and pass ... or go him/herself
