I am sorry for the delay in replying but I have been away on holiday.
You need to look on the USA Rugby website as there is a section there on how to become a rugby referee and also a list of the courses and contacts you will need to get going.
Here are the details for the Level 1 course:
Level 1 Officiating - Introduction to Officiating
Approximate delivery time: 8 hours
Cost: $50
Prerequisites: None
Requirements for Certification: Current USA Rugby membership, including regisration as a referee, attend and participate in all course modules and pass open book law exam administered at the course site.
Description: The purpose of this introductory course is to enable officials to acquire basic skills to officiate safe, enjoyable competition. Course certification is required for anyone who wishes to referee any match that could potentially lead to a National Championship.
