conditions must be met when throwing the ball into a scrum?
Firstly, all players part of a scrum must remain still until the ball in "Placed" or "Rolled" into the centre of the scrum. The conditions are for the scrum half that the ball is rolled into the centre of the scrum when instructed to do so.
