competetive rugby in wales

Hi my welsh club has told me that all rugby for under7 to under 12 is not competence. How can this be if you put a ball from a sports in between two people Please help

They mean the results don`t count. It`s just 2 teams playing each other for fun, so it`s all about "participation". As you can imagine, the kids know exactly who has won, so it`s a bit pointless really. An idea dreamed up by someone who has probably never played the game, at least not at a competitive level.
