Drawing on football to answer your question, just look at the Brazilian national team. Many of their players grew up in the favelas, the shanty towns in Brazil, in abject poverty.
These players succeeded because they had drive and passion and because for them football was a way to escape from poverty.
So in response to your question I would say that yes, better training facilities can help player's development but ultimately it is the player's drive, belief and talent are most important.
