What is the difference between hit outs and 16's

Nothing,there the same thing. Hit out is just less specific. If you were maybe taking/umpiring to a younger age group you might want to call the hit out a 16 as it means 16 yards so gives them a good indication and better understanding of where to take a hit out from.
