Play Soccer Golf where you place several cones at various distances from 10 - 70 yds.
Players start at 'Hole 1' and see how many passes it takes to stop the ball right beside the cone before moving onto the next 'hole'
This gets players working on the 'weight' of the pass (how hard or soft to play)

Another reason may be that your players are missing the 'trigger' for such passes.
One way is to play a SSG where every pass thats played back towards their own goal 'triggers' a through ball by the receiving player even if the ball gets blocked they play it first time forward for dtrikers to run onto.
