My under 14s are struggling in the second half of matches

My under 14s are struggling in the second half of matches

As a result we are losing games die to half of them being unfit. I only have 12 players sometimes 11, so they know I don't have the option of dropping them.Leading up to these last 6 games do people think I should focus on cardiovascular training rather than ball work?

Incorporating cardiovascular training into practices will definitely improve the fitness of your players. This could be a lengthier jog as part of the warm up, or adding more running, or longer running periods to drills to increase cardiovascular endurance. You could always add footballs, cones or props to running and fitness drills, to increase motivation and focus.
