well the answer is very simple off spinner is the bowler who is usually termed as finger spinner who uses his index as well as well as middle finger to spin the bowl from just outside or on off stump towards middle and leg

normally a good off spin bowlers makes a batsman play an off drive to create gap in between bat and pad and also making him false stroke, for off spin bowling you need a good strong action and effective follow through.
