This is what the rules say:
16:5 A suspension is always for a playing time of 2 minutes; the third suspension for the same player also always leads to a disqualification (16:6d). So AFTER the 3rd suspension, the player may not return.
So the player who has already been punished twice will get a 2 min suspension again + the red card!
