If neither C4 or C1 are viable options for H1 to throw the disc after their under cuts, they should NOT clog the space, but rather CLEAR back into the stack behind H1
H2 should cut UPLINE and H3 should FILL into H2's previous spot (make sure you do not bump into each other or cause a pick).
H1 can choose to throw it to H2 upline or to H3 when he/ she fills.
