Give each pair a balloon instead of a shuttlecock. Each pair stay standing and must use their rackets to hit it back and fourth to one another, no net required. Progression: stand either side of net and do the same but this time incorporating the net. This activity gets the students used to using the racket and using it to actually strike something, in this case a balloon. By using a balloon it is a bigger target and also a lot slower and easier than using a shuttlecock. They must also make sure their grip is correct IE: the hand-shake grip. They can use either forehand or backhand.
