Breaking the stepping habit

I have a team of older girls (16-17yo), several who have still not mastered their footwork. Most have developed this habit over the past few years and I need to fix it as soon as possible. I would be glad of any suggestions...

I have a game that I play with my 10 year old`s. It`s called Freeze. They start in the center third and are not allowed over those lines.

When you blow your whistle they start sprinting around in the block. They are not allowed to touch each other which also helps with avoiding contact!

Then blow your whistle again and then they,as the name suggests,have to `freeze` where they are and should not move their feet.
