Players work in pairs and pass over an initial distance of the width of the penalty area (smaller depending on age of players).
The aim here is for players to keep the ball on the ground and get it to their partner as quickly as possible using a driven pass.
Good approach to the ball, place non-kicking foot beside the ball (should be pointing toward your target) and keep your eyes on the ball.
Ensure your knee is over the ball (important for keeping the pass down) and strike the center of the ball with your laces with your toes pointing down.
Progression:
You could introduce a rule that if players make 10 passes without making a mistake they can both increase the passing distance by taking their cone a step back.
