start by knowing which is your grounded foot, and practise just pivoting to all different directions.  make sure you practise on both feet and in both directions (clockwise and anti clockwise).  then get a couple of friends standing about 10m apart.  give one a ball and you stand in front of the other friend.  drive to the person with the ball, catch, pivot, pass to the other person. who returns the ball to the other person, you run back, stop when you get to the person you passed to, pivot and repeat.  you can calso do this exercise with just one friend and a flat wall.  except when you pass you will instantly get it back, turn and pivot and throw back to the person you caught it from.

that is a simple basic pivoting exercise.  look on here for more once you get the basics.  obstruction has more to do with how your body is position in relation to another player...ie your arms are out and stopping (obstructing) the movement of another player.  if your legs are too wide (also known as a wide base) you can get called for obstruction for you are more likely to trip someone.  so keep your arms in unless you are defending a ball or pass, and keep your feet around the width of your hips.  with will also force you to learn how to have short sharp foot movement, which is a good thing.

good luck.
